Looking at those averages over a full year helps show the potential impact.

Across the 10 highest-cost states, the average monthly auto insurance premium was approximately $245.85. If that monthly average remained consistent throughout the year, it would equal about $2,950.21 annually.

For example, South Carolina’s average premium of $297.28 per month would equal about $3,567.41 over 12 months, while Nevada’s average of $211.12 per month would equal about $2,533.47, a difference of more than $1,000 over the course of a year.

These annualized figures are provided to illustrate the scale of the monthly averages. Actual policy terms, payment plans, and premiums may vary.

                                    <div id="js-tables-react-block_f9a5de1aa06505f57a12bc1a2a8db78f"
                 class="react-horizontal-bar-chart"
data-graphic="{"data":[{"label":"South<br>Carolina","value1":297.28,"value2":3567.41},{"label":"New York","value1":276.12,"value2":3313.45},{"label":"Rhode Island","value1":254.01,"value2":3048.11},{"label":"Nevada","value1":211.12,"value2":2533.47},{"label":"Average<br>of top 10","value1":245.85,"value2":2950.21}],"colors":["#004EB8","#CD2900","#64A520","#C74E10","#72ff06ff"],"legends":["Average Monthly Premium","Annualized Monthly Average"],"xAxisLabel":"","legendsAbbreviations":["Avg. Those differences are often shaped by a mix of state requirements, local driving conditions, claim costs, weather risks, and other market factors.

Some of the most common factors that can influence rates include:

State Insurance Requirements

Minimum coverage requirements vary by state. Some states require drivers to carry higher liability limits or additional forms of coverage, such as personal injury protection, medical payments, or uninsured motorist coverage. More extensive required coverage may contribute to higher average policy costs.

Population Density and Traffic Congestion

Areas with dense populations and heavy traffic generally face higher risks of accidents and insurance claims. High population density can also increase the frequency of fender-benders and collisions.

Several of the highest-cost locations in the dataset include densely populated urban or suburban areas with higher accident rates. However, density alone does not determine insurance prices, and rates can vary significantly within the same state.

Accident and Claim Frequency

Insurers consider both how often claims occur and how much those claims cost.

States or cities with high numbers of crashes, thefts, vandalism claims, or injury claims may generate higher insurance losses. These losses can influence the prices insurers charge.

Vehicle Repair Costs

Modern vehicles often contain cameras, sensors, computer systems, and advanced materials that can make even relatively minor repairs more expensive.

Labor rates and replacement-part costs can also differ by region. Higher repair expenses may contribute to higher comprehensive premiums and collision coverage costs.

Medical and Legal Costs

Auto insurance claims may include medical expenses, lost wages, legal fees, and settlements. States with higher medical costs, more expensive litigation, or larger average injury settlements may experience higher claim expenses.

Severe Weather and Natural Disasters

Hurricanes, flooding, hail, wildfires, snowstorms, and other severe weather events can damage large numbers of vehicles. Coastal states may face hurricane or flood exposure, while other states may experience hail, wildfire, or winter-weather claims.

Uninsured Drivers

When a large number of drivers lack insurance, insured drivers and insurance companies may bear more of the financial burden after accidents. Uninsured and underinsured motorist claims may therefore contribute to the overall cost of coverage in some markets.

Insurance Fraud and Claim Abuse

Staged accidents, inflated repair bills, fraudulent medical claims, and other forms of insurance fraud can increase claim costs. Insurers may account for those losses when establishing rates in areas where fraud is more common or costly.

These factors are general explanations rather than conclusions drawn from Freeway’s policy data. The dataset identifies differences in average premiums but does not prove that any specific factor caused a location’s rates to rise or fall.

Does Living in an Expensive State Mean Everyone Pays a High Rate?

A high statewide average does not mean every driver in that state will pay the same amount.

Auto insurance premiums are calculated at the individual policy level. One driver may pay significantly more or less than the average based on personal circumstances and coverage choices.

Factors that may affect an individual’s rate include:

ZIP code

Driving record

Claims history

Age and driving experience

Vehicle make, model, and age

Annual mileage

Coverage limits

Deductible amounts

Number of vehicles and drivers

Available discounts

Credit-based insurance information, where permitted

Rates may also vary substantially between insurance companies because each carrier evaluates risk differently. For that reason, comparing multiple quotes may be especially important for drivers living in a state with high average premiums.

How We Identified the States With the Highest Car Insurance Rates

Freeway Insurance analyzed internal policy data from January through June 2026 and compared it with data from January through June 2025.

The analysis included:

Single-car policies

Single-vehicle policies

Liability and full coverage policies

Locations with at least 100 qualifying policies during each comparison period

The states and the District of Columbia were ranked according to their average monthly written premium across qualifying policies.

The year-over-year percentage reflects the change in the average premium between the first six months of 2025 and the first six months of 2026.

Limitations of the Analysis

The results reflect policies represented in Freeway’s dataset. They should not be interpreted as the average rate charged by every insurance company or the amount every driver in a location can expect to pay.

The analysis combines liability and full coverage policies. Differences in the mix of policy types, coverage levels, vehicles, and customers represented in each location may influence the averages.

Individual rates may differ based on the driver, vehicle, ZIP code, insurer, and selected coverage.

The analysis also identifies changes in average premiums but does not determine their cause.

Methodology: Analysis compares January–June 2025 with January–June 2026 and includes single-driver, single-vehicle Liability and Full Coverage policies. A driver who receives an expensive quote from one company may qualify for a more competitive price elsewhere. Comparing quotes can help identify which insurer offers the best combination of coverage and cost.

Review Your Coverage and Deductibles

Review your policy to make sure your coverage still fits your needs.

Increasing a comprehensive or collision deductible may reduce the premium, but it also increases the amount you must pay after a covered claim.

Avoid reducing coverage solely to obtain the lowest possible price. A cheaper policy may provide insufficient financial protection after a serious accident.

Ask About Discounts

Potential auto insurance discounts may include:

Multiple-policy discounts

Multiple-vehicle discounts

Safe-driver discounts

Automatic-payment discounts

Paid-in-full discounts

Low-mileage discounts

Defensive-driving discounts

Student discounts

Telematics or usage-based insurance discounts

Availability and eligibility vary by insurer and state.

Maintain a Safe Driving Record

Traffic violations and at-fault accidents can increase premiums. Practicing safe driving habits and avoiding tickets may help prevent additional rate increases. In time, older violations or claims may also have less influence on the premium, depending on the insurer.

Choose a Vehicle That Is Less Expensive to Insure

Insurance costs can vary based on the vehicle’s value, repair cost, safety features, theft rate, and performance. Checking estimated insurance costs before purchasing a vehicle may help drivers avoid models that are unusually expensive to cover.

Recheck Your Rate at Renewal

Insurance rates and personal circumstances can change over time. Comparing prices at renewal may help you identify better options, particularly after moving, changing vehicles, improving your driving record, or becoming eligible for new discounts.

Find Affordable Car Insurance With Freeway

Living in a state with high average insurance rates does not mean every policy will be equally expensive.

Your actual premium depends on your location, vehicle, driving history, selected coverage, and insurance company. Its average premium rose approximately 26.6%.

Which high-cost location had the largest rate decrease?

The District of Columbia experienced the largest decrease, with its average premium falling approximately 16.6% year over year.

Why is car insurance so expensive in some states?

Rates may be affected by state coverage requirements, population density, accident frequency, repair costs, medical expenses, weather risks, uninsured drivers, and insurance fraud. Individual rates also depend on the driver, vehicle, ZIP code, and selected coverage.

Is car insurance more expensive in cities?

Car insurance may be more expensive in densely populated areas because of traffic congestion, accident frequency, vehicle theft, and repair costs.
